Personnel recovery (PR) is the sum of military, diplomatic, and
civil efforts to affect the recovery and reintegration of isolated
personnel. Isolated personnel are those US military, Department
of Defense (DOD) civilians, and DOD contractor personnel (and
others designated by the President or Secretary of Defense
[SecDef]) who are separated (as an individual or group) from
their unit while participating in a US-sponsored military activity
or mission and who are, or may be, in a situation where they must
survive, evade, resist, or escape. Additionally, when directed by
the President of the United States or the SecDef, DOD shall
provide PR support to other governments, agencies, organizations,
and individuals in accordance with all applicable laws, regulations,
and memoranda of agreement or understanding.
